Quick Definition

In fiction, computers and robots are frequently unable to speak properly. Their voices may contain a notable electronic buzz, or they may use very formal or outdated grammar styles. Some AIs* aren't able to use contractions, while even less sophisticated AIs* end up speaking broken English with notable gaps between words.

This inability to speak normally is usually called robospeak, as it's referring to the way a robot talks.
